The tournament
structure was essentially the same as Arcon 6-8, but a
semi-final heat of 3 boards had been added. The 3 best from each Heat 1 board qualified for the semi-final. Qualification for the final was determined on the combined rank of Heat 1 and 2, where 1. place = 7.5 points, 2nd=6 points, 3rd=5 points, etc. At equal qualification score, semi-final score topped Heat 1 score. If still equal, the powers played were scored with 2 for AGIR and 1 for EFT. If still equal, the combined SC-count for the two heats would break the tie. The very detailed tournament ranking/scoring system is to be found in "The Backstabber" No. 22.

The scoring system for Arcon 9 was rank based as described
above. SC-count was used as a tie-breakers. The next
tiebreaker was a ranking of powers, where 1. Germany was
deemed most difficult to play, then 2. Italy, 3. Austria, 4. Russia, 5. Turkey, 6. England and 7. France. Games were played till 1907.
